Access Index and Quality Index: Because different data/indicators are used in each country, composite index values may not be comparable across countries. Click on the arrows to see the specific indicators used in this VSP.
Color coding: Scores for the Capacity, Performance, and Equity domains are color-coded to reflect good (green), medium (yellow), and poor (red) performance, where comparable data are available. Scores based on data from non-comparable sources are colored gray. Finance indicators are not color-coded because these indicators lack common targets.
Capacity: The PHC Progression Model uses mixed methods to assess foundational capacities of PHC on a 4 point scale: red (low, 1), yellow (medium, 2 or 3), or green (high, 4).
Performance: scores for the Performance domain are color-coded red (poor, <60), yellow (medium, 60-79), or green (good, 80+).
Equity | Access: Difference between highest and lowest wealth quintiles Red > 50, Yellow 5-50, Green ≤ 5
Equity | Coverage: Difference between none and secondary education Red > 30, Yellow 3-30, Green ≤ 3
